How to save a downloaded video to your phone
On a phone the file usually lands in Files or Downloads rather than the photo library. This page covers moving it into the album on iOS and Android, and how to troubleshoot a Download tap that appears to do nothing.
iOS: open the Files app after the download finishes, go to the Downloads folder, long-press the video and choose Share then Save to Photos. It then appears in the system photo library.
